It doesn't do much. It just shows the time from an NTP server in a 1x1 widget. This is so that you can check if your clock is correct.
Unfortunately it's not possible to set the time to the correct time, so it can only send the user to the Date/Time Settings. Apparently it works if you root your phone, but I haven't tried that but the code is in there anyway.
