MySpeed 4.1.1 - KML import

I added KML import to MySpeed. This supports the SCDB KML format. This is a free download from SCDB, although you still need to register. The MySpeed download manager doesn't support it, and you can't specify to use the import images for each camera - you can do those things with the paid downloads from SCDB.

For the download manager I made it download the images again if they're older than 4 weeks. The previous version would never download images if they already existed. It's unlikely that the images will change, but just in case, it doesn't seem like too much trouble to download them again every 4 weeks.

I also changed the background notification to be ongoing - ie it stays there if you clear all notifications. This seems like the way it's supposed to work, but for some reason I avoided doing it before.

I also updated DynDNS and SendLog on Market. I didn't change anything - I just wanted to update to use the new Market features.
